Icon Anchor without Google Maps API?

Dear all,

I am trying to setup a map on my site for which I've created the KML
for :

http://www.afghanistan.radio-connect.com/AfghanRadioConnect.kml

Everything looks good except that I use a custom Icon and Google Maps
doesn't want to take into account the hotspot tag. As a result my
circular icon appears above their real location, and some location
appear to be in the neighboring country...

Is there a way without using Google Map API to specify the correct
icon Anchor?

If not what is the simplest way to transform my iframe embed linked to
the KML to a api based map? This would be my first time so any advice
or pointers would be much appreciated.

When displaying a kml on Google Maps, the icons are always displayed
at 32x32 pixels. You might try making your icon 6x6 or so at the
center of a 32x32 image with transparent background.

Unfortunately the anchor is at the bottom, the push pin default it
seems. This means that even if I reduce the size of my icon and but it
at the bottom of the 32x32 square, since it is circular the anchor
will still not be in the center, even though it will be a little
closer....

Can you tell me, or point me towards, the steps to replace the iframe
embedded KML with a API based map ?
